What you will take away
- A virtual vacancy depends on a current holder moving; a displayed count is not an unconditional offer.
- A clear vacancy still has a course, quota, category, subcategory and counselling stage.
- The example matrices are MCC 2025 snapshots; the explicit virtual-vacancy rule example is Tamil Nadu 2026–27.

A seat number needs a status.
You find a medical college with a seat listed and begin to imagine joining it. Before you treat that row as an opportunity, read the status. Is it already clear, or does it depend on an earlier allottee receiving an upgrade?
MCC’s 2025 Round 2 archive publishes separate clear and virtual matrices. Their separation matters. The walkthrough below uses fictional seats and applicants to explain the logic; it does not show live availability.
Follow the fictional seat’s status
Teaching scenarios · availability, eligibility and allotment are different checks
Virtual seat; current holder stays: The fictional seat has not become a real vacancy. Another applicant listing it does not make it available.
- Seat statusVirtual
A current holder still occupies the seat.
- Holder staysSeat not released
The condition for a real vacancy has not occurred.

Listing this seat does not create availability.

| Fictional scenario | Supported conclusion |
|---|---|
| Virtual seat; current holder stays | The fictional seat has not become a real vacancy. Another applicant listing it does not make it available. |
| Virtual seat; holder receives an upgrade and vacates | The conditional seat can become a real vacancy in this fictional example. Eligibility, choices, rank and the applicable allocation rules still decide any next allotment. |
| Clear seat; applicant does not meet this pool’s conditions | Clear status does not remove the seat-pool eligibility conditions. Do not treat the seat as available to this applicant. |
| Clear seat; applicant meets the pool conditions | The applicant may be considered under the applicable rules. Availability and eligibility still do not guarantee an allotment. |
Follow what has to happen to a virtual vacancy.
Tamil Nadu’s 2026–27 government-quota prospectus defines a virtual vacancy as a seat that may become available through reallotment or upgradation. Its worked rule says availability depends on the holder vacating through that process. The management prospectus also describes this condition.
That is the state-rule example used here. For an MCC case, read the applicable MCC bulletin and matrix notices instead of transferring every state reporting or exit rule into the national process.
If the holder remains, the seat does not become a real vacancy merely because another candidate listed it. A display of potential movement is not a guarantee that movement occurs.
Read a real matrix row without dropping its labels.
The archived MCC clear-vacancy matrix for Round 2 of 2025 lists 5 seats for ANIIMS, All India, MBBS, OP, non-PwD on PDF page 1. “Five seats in that row” is supported. “Five seats available to every NEET-qualified candidate today” is not.
The course and pool matter, and this is an old snapshot. Category/subcategory eligibility, registration, choices, ranking and any subsequent revision remain part of the actual allocation process.
Inspect the original dated row. Do not add a virtual row to it and call the sum guaranteed immediately vacant capacity.
Try it: choose the strongest supported conclusion.
Fictional example: a matrix lists 3 clear and 4 virtual seats for a programme. An applicant assumes there are 7 seats they can obtain. Which checks are missing?
Reveal the missing checks
First keep clear and conditional virtual groups separate. Then verify the exact quota, category and subcategory, applicant eligibility, round participation and source revision. Even if all virtual seats become clear, rank and choices still determine allocation. Seven listed entries do not establish an individual entitlement.
Turn the row into a small verification worksheet.
Write the authority, year, round, publication date and revision at the top. Copy the institution, course, quota, category, subcategory and vacancy status. Add the exact eligibility clause beside each condition relevant to you.
Then check the current schedule on the authority’s site. A screenshot without these labels is not enough to support a choice. Compare the different routes into a medical college.
Check your evidence.
A virtual vacancy has disappeared from a later list. Does that prove someone joined the seat?
Check the conclusion
No. The status could have changed for several reasons, including revisions or allocation movement. A compatible allotment and joining record is needed to identify that outcome. Preserve the dates and compare like-for-like records.

Try a five-minute evidence check
Use the explorer and write one careful conclusion. Follow the task below, then check the original source.
- Select each fictional seat scenario.
- State whether availability or applicant eligibility is still unresolved.
- Check the full labels on the linked historical matrix row.
Sources and method
Official source versions are frozen with SHA256 hashes. Counts retain their year, population and rank/seat pool. Derived summaries are labelled and reconciled; absent records remain unexplained rather than becoming invented outcomes. Original exercises are fictional. No names, roll numbers or candidate-level records are shipped in the reader. Rules and fees are dated source snapshots; check current amendments and the applicable authority before acting.

Frequently asked questions
Start with your question. Open an answer, then choose one study task to try.
Is a virtual vacancy already empty?
No. In the cited Tamil Nadu rule, its becoming available depends on reallotment/upgradation and the holder vacating.
Can I add clear and virtual numbers as guaranteed vacancies?
No. They represent different availability states; preserve the source definitions and revisions.
Does a clear vacancy guarantee admission?
No. Eligibility, pool, registration, choices, ranking and round rules still apply.
Are the example matrices current availability?
No. They are archived MCC 2025 Round 2 examples.
Can I use Tamil Nadu exit rules for MCC counselling?
No. Verify the applicable authority’s own year-specific rules and notices.
